Panamá presents its rail project at the EU's Global Gateway Railway Working Group

Panamá presented the Panamá–David–Frontera railway to the European Union's Global Gateway Railway Working Group, positioning the line within the EU's international infrastructure-cooperation framework.
Background & context
Global Gateway is the EU's flagship response to China's Belt and Road Initiative, a framework for EU-backed infrastructure financing abroad. A seat at its Railway Working Group is meaningful exposure to European rail expertise, but membership in a working group is a far lower bar than a bilateral agreement.
Notably, this appears the same day as the separate UK structuring talks reported above, suggesting Panamá ran multiple European conversations in parallel. As of this writing, it has not yet shown up as an actual EU-backed financing instrument.
