Railway Secretariat defines Phase 1: a logistics ring around the Canal, built as funds allow
The SNDF outlined what Phase 1 will include. It will prioritise strategic segments to optimise the use of state resources and advance according to the country's financial availability. The phase is designed to strengthen the logistics ring around the Canal, linking Atlantic and Pacific ports, cargo terminals, a pre-port and logistics centre in Capira, Metro Lines 1 and 3, and existing rail infrastructure.
Background & context
This is the clearest official statement yet that Phase 1 is a freight and logistics project first. Ports on both oceans, cargo terminals, and a pre-port in Capira describe a line meant to move containers around the Canal before it moves commuters to the interior.
Tying construction to "financial availability" is the most important phrase here. Building by segments is sound practice. But it also means the order and speed of those segments will be set by budget, not by an engineering schedule.
Connecting to Metro Lines 1 and 3 links the railway to existing public investment, and the Capira hub is consistent with the Panamá–Capira section flagged in April as the likely first tender. What is still missing: the segment order, the cost of each segment, and which of them the State would fund directly.
